Scope
  • Core platform services provided or offered by entities designated by the European Commission as "gatekeepers" to business users established in the EU or end users established or located in the EU. These are the companies that (i) provide one or more of ten specified core platform services, e.g., app stores, online search engines, social networking, or cloud computing services and (ii) meet specific quantitative thresholds (Article 1)

  • Prohibition on ranking the gatekeeper's own products or services in a more favourable manner compared to those of third parties (Article 6)
  • Providing the companies advertising on gatekeepers' platforms with access to the performance measuring tools and other necessary information for independent verification (Article 6)
  • Allowing business users to promote their offers and conclude contracts with their customers outside the gatekeeper's platform (Article 5)
  • Obligation to establish an independent compliance function (Article 28)
  • Obligation to inform the European Commission of any intended concentration (Article 14)
