Joint Guidelines on the Interplay between the Digital Markets Act and the General Data Protection Regulation

The joint guidelines address how the DMA and GDPR should be applied in a complementary and coherent manner, published for public consultation which closed on 4 December 2025. With respect to the DMA, the guidelines clarify how gatekeepers must ensure lawful processing under the GDPR when implementing DMA measures such as consent-based combination of personal data across services (Article 5), data portability and interoperability obligations (Articles 6 and 7), and address coordination between competent authorities enforcing the two regimes.
